Our annual ISACA Career Night—led by Thomas Phelps IV, CIO of Laserfiche—will feature a keynote CEO speaker, Big Four panel (Deloitte, EY, KPMG, PwC) and executives from LA Clippers, CalState LA, Deluxe Entertainment and AEG (operator of Staples Center and other concert venues). These speakers will share their stories about how they achieved career success, and provide tips to help you in your career growth. The panelists will also discuss job opportunities at their organizations—and provide valuable insights on what they look for in hiring top talent.
Our keynote speaker is Sachi Hamai, CEO of Los Angeles County. Sachi is responsible for managing the strategic direction and operations of the nation’s largest municipal government, including the oversight of Los Angeles County’s $32.5 billion budget, 37 departments and a workforce of more than 112,000 employees. You’ll be inspired by her professional journey that began as an internal auditor for the LA County Auditor-Controller Department, and her rise to becoming the Chief Executive Officer and a champion of transformative change within local government.

About Our Speakers
Sachi A. Hamai
CEO, Los Angeles County
Sachi A. Hamai is the Chief Executive Officer of Los Angeles County. She is responsible for managing the strategic direction and day-to-day operations of the nation’s largest municipal government, including the oversight of Los Angeles County’s $32.5 billion budget. Her strong fiscal management has led Los Angeles County to achieving its overall highest credit rating in its recorded history, including its most recent S&P Global Ratings increase to ‘AAA,’ the highest possible credit rating available in the financial markets. Los Angeles County has achieved a total of four credit upgrades achieved under Sachi’s leadership.
As CEO, Sachi Hamai is instrumental in developing, implementing and advancing the Board of Supervisors’ key priorities. These include the unprecedented response to the region’s homeless crisis, streamlining access to health services, justice reform, child protection, immigrant rights protection and environmental monitoring and oversight. A champion of transformative change within local government, Sachi has successfully challenged L.A. County’s workforce of more than 112,000 employees to break down barriers, collaborate and innovate across a broad range of society’s most challenging issues.
In 2019, Sachi was named one of L.A.’s Top 500 most influential leaders for the fourth consecutive year by the Los Angeles Business Journal. Most recently, Innovate@UCLA announced Sachi as their unanimous choice to receive their 2019 Public Sector Executive Leadership Award. Sachi is also the 2018 winner of the Clarence A. Dykstra Award for Excellence in Government. In 2017, Sachi co-founded WomenLeadLAC as a forum for networking up-and-coming women in management with L.A. County’s top executives. She serves on the board of United Way of Greater Los Angeles and is a member of the U.S.-Japan Council.
Thomas Phelps IV
Vice President of Corporate Strategy & CIO, Laserfiche
Thomas Phelps IV is the VP of Corporate Strategy & CIO for Laserfiche, a global provider of enterprise content management and process automation software. Thomas joined Laserfiche in 2014 and leads IT, industry marketing, analyst relations and major strategic initiatives. He was part of the executive team that launched Laserfiche Cloud in 2015, and led security and compliance efforts to obtain a SOC 2 attestation.
Prior to Laserfiche, Thomas was the national entertainment and media champion for cybersecurity at PwC. He led the initiative to innovate content security practices used worldwide in the motion picture industry. He also developed the PwC methodologies and marketing collateral for the new Telecom and Network Services practice. He was the Advisory Services leader for two major accounts generating over $12M in annual advisory revenue, including a client service team that received the PwC Chairman’s Award. He provided Fortune 500 clients with guidance on IT transformation, security, privacy, internal audit and business continuity. He designed and implemented solutions and risk management programs to address SOX, HIPAA, GLBA and other regulations.
As a founding member and past president of Ascend Los Angeles, Thomas led workshops on leadership development topics for AAPA, ISACA, and at the Ascend National Convention. He serves on ISACA’s 50th Anniversary Panel and led the general session at the ISACA North America CACS conference, along with the Security Leaders’ Summit. He was recruited to join the Executive Boards for Innovate@UCLA, Southern California, SIM, Advancing Women in Technology and LA Blockchain Lab. He has instructed the Certified Information Systems Auditor (CISA) review course for over 7 years. Thomas has co-authored and contributed to five books. He is quoted in numerous publications—including Business News Daily, CIO Magazine, Fox Business, Investment News, TechTarget and IDG Connect. Thomas is a member of the Wall Street Journal CIO Network and co-chaired the session on “Automation and the Workplace” at the WSJ 2019 CIO Network Annual Meeting.
Tosha Pham
CIO & Associate VP, IT Services, California State University, Los Angeles
Tosha Pham is the CIO and Associate Vice President of Information Technology Services (ITS) at California State University, Los Angeles. She leads the Cal State LA ITS division and is responsible for aligning the information technology enterprise with the mission and goals of the University. Tosha has 22 years of experience working in information technology, ERP system implementation, and project management within the higher education industry.
She serves on the University’s Information Technology Steering Committee to provide direction and prioritize ITS projects for the University. Tosha also provides strategic direction for the student administration, human resources, and financial systems for various CSU and Oracle steering committees. In addition, she serves on various national higher education advisory boards to provide thought leadership within higher education.
Prior to Cal State LA, Tosha was at the CSU Chancellor’s Office as a project manager and was responsible for the implementation for PeopleSoft projects for the student administrations, human resources, and financial areas. Prior to the CSUs, Tosha was an ERP consultant and implemented student administration systems for higher education institutions within the United States, Canada and Australia.
Bill Martin
CIO, AEG
Bill Martin is responsible for technology strategy and execution for all businesses and venues associated with the various operating companies of AEG. Operating under the name Digital Services, the organization is focused on delivering and brokering services across the enterprise that includes security, compliance, business intelligence, social media and venue technology & innovation.
Prior to AEG, Bill was the long running CIO at Royal Caribbean Cruises where the IT team was regularly recognized for innovation excellence. Bill is particularly proud of the recognition his teams have garnered over the years, including top innovation awards from both Computerworld and InformationWeek.
Bill is a board member of Innovate@UCLA, a governing body member of the Southern California CIO Summit, on the governance board for Hospitality Technology Next Generation (HTNG) and serves on the editorial advisory board for InformationWeek. He was also recognized by CIO peers as a “Top Ten Breakaway Leader” and was a founding member of the Florida CIO Summit.
Charles Sims
Head of Technology, LA Clippers
As Head of Technology for the LA Clippers, Charles Sims concentrates on eliminating tech debt and reliance on outdated technologies to minimize operational risk. Charles has utilized his diverse background in the IT industry to redefine the NBA standards. Leading with the motto “Break it early so we can fix it fast”, he brought the Clippers to the forefront of the NBA by being the first team hosted on Microsoft Cloud and now serves as the NBA’s Cloud Advisor bringing other teams to the cloud.
Cindy McKenzie
CIO, Deluxe Entertainment
Cindy McKenzie is the CIO of Deluxe Entertainment. Cindy is responsible for Deluxe’s IT strategy, and focuses on the delivery of planning, development, implementation and maintenance of technology-related services. Joining Deluxe in June 2016, Cindy has matured its IT services including policies and standards, and works with teams to optimize Deluxe’s technology. Cindy’s understanding of the industry and her ability to build strong business partnerships based on trust and credibility, ensures successful results across Deluxe brands.
Cindy has over 20 years of experience in IT leadership roles and her resume reflects someone who excels in strategic planning and team-building. Aside from the entertainment industry, she’s also worked in engineering and construction, and financial services. Prior to joining Deluxe, Cindy was the VP at Jacobs Engineering, and the Managing Director of PwC. Cindy was also the Senior VP at Fox Entertainment Group for seven years, and received a B.A. in Economics from California State University – Long Beach.
A big believer that media and entertainment touches everyone, Cindy was drawn to the industry because of the diverse opportunities it offers. She believes the entertainment industry continues to transform due to technological advancements, changes in consumer preferences, and increased globalization. Her philosophy that technology should be a key enabler of business strategies will drive Deluxe’s success.

Steven Gin is a Managing Director at BDO and leads its Risk Advisory Services practice in Southern California. Steven supports his clients in accomplishing their strategic objectives through managing their risk and compliance needs.
